I am about to buy a 2001 dodge ram 1500 which has had chrome stacks put on in the past, the truck is in great condition and everything looks great, my questions is in mass are they going to pass emissions, or i guess i should be asking do they usually pass if they are installed correctly, and if they dont, can i have a muffler put in on each pipe so that it will pass, any idea of costs on doing it that way vs taking the stacks out and putting in a whole new exhaust system? It was in ct and and new york, are they even legal to have in mass and are the inspeciation booths capable of checking them?

I live in an area of Virginia that does not require smog testing for vehicles. I recently purchased a 1988 Dodge Ram and in the process of having it re-inspected, it failed partially for "emissions control" based on the fact that the smog pump had been bypassed by someone who once owned the truck before (just by using a smaller belt to leave the smog pump out of the loop). First I ask, why am I failing a SAFETY Inspection for an emissions issue. Second, is there a legal way around this. Third, what problems am I facing if I have no other option to re-hook the emissions system that has not been operating for an untold amount of time. Thanks in advance for your answers.
